Teweles Seed Co. building into affordable apartments But that was well before there were other big nearby developments, including the Global Water Center, Reed Street Yards business park, Artisan Lofts Apartments and Point on the River Condominiums. "I thought this is a neighborhood where there always will be development," he said. Now, Joseph is completing his conversion of the four-story building into the 40-unit Cream City Lofts, 170 S.
